Goffin Cockatoo Leg Band (Need help defining)

My boyfriend adopted his Goffin Cockatoo, Bella, from a bird store called Bird Smart, San Diego, CA (now closed) in 2015.

She has a closed leg band that says "TBAC FL 2192". We've done extensive digging on this and can't seem to find anything associated. She was adopted prior by someone else and was later returned to the store. When adopted by my BF, they told him she was 8 years old and born in the store (although we have doubts).

A employee who worked in the nursery said they fed Bella by hand when she was a chick, hence why we are confused on the FL in her leg band (sounding like it may be Florida, but doesn't make sense since adopted in CA and allegedly born there.)

Can someone help us define her leg band ID and hopefully help us figure out where she was born and age?

CYF: 1 character of Drake Bell or Josh Peck into the D&J-verse

Who are you leaving in San Diego? And how do you fit them into the plot to replace either Drake Parker or Josh Nichols? How does this change the show?

Can be any era or character, though I've made the options mostly teen or adult parts from after they booked D&J for comfort reasons. Also did not include animated roles, otherwise we'd be here all day.

For me, Luke Shapiro in the place of Josh. The show probably wouldn't be a sitcom, and certainly wouldn't be a kidcom anymore, but it could be something different as a slice-of-life drama.

Luke doesn't seem like he plausibly could be Walter's son, plus he already has canon (awful) parents, so we have to either nix Walter, or better have him as a childless partner to Audrey.

And Luke is too old (18+) to be a foster kid anyway, so perhaps he ends up staying with the family for some other reason--maybe he's Walter's depressed College-grad nephew from NYC, who Grammy sends to detox? Or perhaps he's a new intern (radio? Hip hop?) at the broadcast station Walter works at and needs a place stay temporarily? Or a young construction guy working on the house? Not knowing what Luke ended up doing in or after College gives a blank canvas.

Either way, Luke would be climbing the walls trying to adapt to behaving himself inside a nice stable well-off law-abiding suburban family home. He & Drake would definitely bond fast and tight over being sensitive, musically-inclined delinquent loners, though their tastes and backgrounds are so different. Drake wouldn't seem such a rebel next to Shapiro, and Luke would introduce him to a grittier way of life, e.g. teach him to curse, tag walls, brood and blaze up.

The underlying storyline of the show could be Luke leading Drake down a darker path but regretting it once he sees the effect it has, and through this experience learning to be protective instead of (self)-destructive.

And I feel like Megan would take to Luke immediately, in a way she didn't right away to Josh. Audrey might struggle to get through to him, though, considering how little Luke respects his own mother. There's probably dramedy value in Luke interacting with Helen, Mindy, and Craig & Eric, as well, but with Josh Nichols gone idk how to bring them into his & Drake's world.
